No. Most phones from the last several years scan a QR code directly in the built-in camera app and show a banner to open the link. No separate scanner app is needed on current iOS or Android devices.

### Should a menu QR code point at a PDF or a web page?
A web page usually works better: it loads faster on a phone, needs no PDF viewer, and you can edit it without reprinting the code. A PDF is an acceptable stopgap but tends to load slowly and is harder to keep current.

### Where should the QR code go on a restaurant table?
